the suggestion to look at GPO's has provided me with success. I am able to provision 11 22H2.
I have found a GPO we call business rules, have yet to figure out what setting is breaking 22H2. The GPO worked on windows 10 and windows 11 21H2.
I have modified another GPO to set some values. When I provisioned the GPO's that worked I kept and will not use the one which breaks after applying each one at time.
