Office 365 ADR download error with ID 1002 timeout

Hello
The ADR I created for the office 365 update is getting an error. The package times out while downloading. When I examine the patchdownloader.log, I see that the http connection has been reset. When I try to download the download link through the browser, it does not download either. but when I edit the download link as https, the download is done manually. can you help. I'm sure the problem is caused by the network, but the network team cannot come up with a solution.
