Do anybody have any documentation or links to change our Primary Site server to be a distribution point server and then promote one of our distribution point servers to be the Primary Site server as we are trying to decommission a location.

You can't per se. You can make you site server HA and then youmightbe able to make the other DP the second HA node then fail over and then decommission the first node. That will be a ton of work and it might not ever work. you might need to start with a fresh VM as the second node.

The easiest solution is to move the site server VM from one site to the other and then move the DP that already exist at that size to the original site. Then adjust the boundaries.

Thank you for this information issue with moving the servers from one site to another is naming convention would be incorrect and if I have read the microsoft articles correctly renaming the servers means having to reinstall all the site server roles anyway. So might as well be a new server and figuring out all of our f/w rules.
