You will NEVER be able to launch the console when the DB in is suspect mode. You need to fix the db within SQL first.

Without knowing any details, there is no way for anyone to help you. You will need to look at your SQL server (FAST) before it is too late and you have to start over.

It is now over 14 days later and you have restored the db?? That will cause problems with the primary sites. If I remember right you have three days to fix this before things stop working correctly. YouNEEDto call Microsoft Support.
